Best-effort termination of an IN_PROGRESS or AWAITING_CONNECTION call. The endpoint returns success even if the call is already ending. Minutes consumed up to the drop are billed, and the call is finalized with status FAILED and reason DROPPED_BY_USER. No-op if the call is already finished.
