Records a thumbs-up/thumbs-down rating plus optional comment on a completed call. Set isIncomingCall=true to rate an inbound call instead of outbound. A call can only be rated once — a second call returns 400. Ratings are generally only meaningful for SUCCESS/FAILED calls; rating an in-progress call is allowed but discouraged.
